Swelling Tide

If you have fewer units than the enemy, look at the top three cards of your deck and put a unit from among them into your hand and the rest on the bottom of your deck in a random order. That unit costs one less this turn.

If you have the same amount or more units than the enemy, draw a card then discard a card.
